Why did the Obama DoJ deny preclearance, knowing it could well set up this massive confrontation and potentially lead to the downfall of Section 5 of the Voting Rights Act? There are both principled and political reasons. First of all, it was the right thing to do. As the DoJ letter explains, South Carolina presented no evidence that its law was necessary to prevent voter fraud, and the evidence was uncontested that minority voters were less likely to have ID Second, if the Court is going to strike down Section 5, it might be politically better for this to happen before the 2012 elections, so that Obama can run against a Supreme Court, and the possibility that a President Romney could appoint a young version of Justice Scalia to take a retiring Justice Kennedy?s seat on the court, solidifying the court?s conservative majority for a generation.

2011 Reflections: Africa rises, taking charge of its affairs

Seven Monitor correspondents reflect on the world's hotspots. In this installment, Scott Baldauf says Africa showed signs of both the willingness and ability to solve their own problems in 2011.

With its famines, wars, and corrupt leaders, Africa was called "hopeless" by The Economist magazine in 2000.

Today, demand for Africa's natural resources, combined with stronger political leadership and growing entrepreneurship, make Africa a rare bright point in the global economy.

Certainly there are plenty of trouble signs in a continent that has 54 countries, many of them landlocked and desperately poor. Too many countries are ruled by authoritarian men. Many are saddled with punishing debt, unemployment, and undereducated youths. Some, like Kenya, Zimbabwe, and Ivory Coast, experience bouts of violence when tight electoral contests are disputed.

But this year brought new signs that Africans can solve ? and are solving ? their own problems.

The African Union is taking an increasingly independent stand on how to solve African problems, and some of Africa's stronger economic and military nations appear to be borrowing a few lines from America's Monroe Doctrine, indicating that Western "interference" in Africa is no longer welcome.

South Africa has long taken an independent path on foreign policy ? voting against the Libya intervention, for instance ? and keeping its distance from richer US and European partners as it grows closer to fellow emerging-market countries Brazil, Russia, India, and China (the BRICs). And South Africa is increasingly seeking a role as regional mediator, although its attempt this year to arrange a political settlement after Ivory Coast's disputed election was rendered meaningless by a French-backed military escalation.

Even Kenya, which has never used its troops in a war against a neighbor, moved soldiers into neighboring Somalia in mid-October after a series of kidnappings and attacks on Kenyan soil by the Somalia-based Islamist militia Al Shabab. Kenyan troops are now part of a three-pronged attack on Al Shabab, joining Ethiopian troops in the west, and Ugandan and Burundian peacekeepers supporting the Somali government in Mogadishu.

Perhaps most promising of all, though, is the fact that Africa is beginning to diversify itself from its traditional resource-based economy.

Increasingly, entrepreneurs are setting up service businesses, including mobile application software centers in Nairobi, Kenya, for example. Access to the Internet is giving citizens the knowledge and confidence to speak out, as seen in citizen protests in Malawi, Ivory Coast, and Swaziland this year.

"Africa rising" ? the Economist's moniker a decade later ? isn't just an economic phenomenon; it's political and social, too.

Republicans battle over undecided voters in Iowa (AP)

DES MOINES, Iowa ? With time running short, Republican presidential candidates Rick Santorum, Rick Perry and Newt Gingrich battled Thursday to win over a pivotal crop of undecided conservative voters. Of all the candidates, only Mitt Romney seemed to largely escape attack as he worked to win a state that long seemed out of reach until this week.

"Don't settle for what's not good enough to save the country," the newly ascendant Santorum implored Iowans at city hall in Coralville, urging voters to put conservative principles above everything else and suggesting that his rivals, and specifically Ron Paul, lacked them.

For the first time, though, the former Pennsylvania senator became a target.

"When he talks about fiscal conservatism, every now and then it leaves me scratching my head because he was a prolific earmarker," Perry, the Texas governor, said of Santorum as the day began, referring to special spending projects members of Congress seek. "He loaded up his bill with Pennsylvania pork.'"

Santorum defended the practice as part of lawmakers' constitutional role as appropriators, telling CNBC that he owed it to Pennsylvanians to bring money to the state. He said earmarking became abused and that he would support a ban on them if he were president.

Perry also slapped at Santorum in a radio ad and in a new TV commercial that lumps him in with Minnesota Rep. Michele Bachmann, former House Speaker Newt Gingrich and Paul and says: "The fox guarding the henhouse is like asking a congressman to fix Washington: bad idea."

The maneuvering underscored the fluid ? if not convoluted ? state of the GOP presidential race as Tuesday's caucuses loom while cultural conservatives and evangelical Republicans, who make up the base of the electorate here, continue to be divided. That lack of unity paves the way for someone who is seen as less consistently conservative.

Five days out, public and private polling show Romney and Paul in strong contention to win the caucuses, with coalitions of support cobbled together from across the Republican political spectrum and their get-out-the-vote operations ? beefed up from their failed 2008 bids ? at the ready. They're the only two with the money and the organizations necessary to ensure big turnouts on Tuesday.

Three others ? Santorum, Perry and Gingrich ? will have to rely largely on momentum to carry supporters to precinct caucuses. Each was working to convince fickle conservatives that he alone would satisfy those who yearn for a nominee who would adhere strictly to GOP orthodoxy.

Bachmann, meanwhile, worked to convince backers that her cash-strapped campaign was not in disarray after a top supporter in Iowa abandoned her to back Paul.

After state Sen. Kent Sorenson bolted as her Iowa campaign chairman, Bachmann continued to bleed staff, losing her Iowa political director, Wes Enos, on Thursday. Some evangelical pastors have said they've urged her to quit the race.

Bachmann condemned Sorenson for quitting, and defiantly vowed to continue in the race.

"Iowans aren't told who to vote for. Iowans are independent and they're going to make their decisions," Bachmann said in Des Moines, on the last day of a 10-day tour of Iowa's 99 counties.

Ads, mostly negative, flooded television and radio. They filled mailboxes, too.

No less than five new TV ads were rolled out Thursday, with Romney, for one, releasing a 60-second, optimistic commercial promoting his vision for America and illustrating his confidence with his standing in the primary race. He was staying far from the fray and looking toward the general election.

"In the campaign to come, the American ideals of economic freedom and opportunity need a clear and unapologetic defense. And I intend to make it because I have lived it," Romney says in the commercial that includes patriotic images and scenes from his June campaign announcement in New Hampshire.

He's in the midst of a four-day trek that he hopes will seal victory here and give him momentum heading into the Jan. 10 New Hampshire primary, the closest thing to a must-win state for the former Massachusetts governor.

On the second day of his bus tour, Romney turned out big crowds at stops in northern and eastern Iowa, focusing on more populous areas and counties he won four years ago.

"We have a choice in this coming election of what kind of America we're going to have," Romney said at J's Home Cooking in Cedar Falls, before meeting a crowd of 500 in Mason City. "It's not just about replacing a president. It's about saving the soul of America."

He didn't acknowledge his rivals but an outside group aligned with him rolled out a new ad against Gingrich that asks, "Haven't we had enough mistakes?" and notes the former House speaker's past admissions of judgment lapses.

As Romney sailed above it all, the fight raged among his rivals elsewhere in the state, where all six candidates competing in the caucuses are spending almost all their time for the next five days.

Looking to capitalize on his burst of support in new polls, Santorum made a play for tea party backers lining up behind Paul by arguing that the Texas congressman is longer on promising sweeping change than enacting it. "The guy has passed one bill in 20 years. What makes you think he can do any of these things?" Santorum said.

He added: "We need someone who has the bold, sharp contrast not just to win the election but govern the country, not somebody who is just a little better."

And, Bachmann castigated Paul's opposition to military intervention in Iran as "dangerous." She also suggested that his opposition to the federal war on drugs amounted to supporting the legalization of cocaine and heroin.

Perry focused his criticism on all the others on the right, saying: "There are other conservatives in this contest. I readily agree. But their records don't always square with the rhetoric." And, as he argued that he was the only true outsider in the race, Perry noted that four of his rivals ? Gingrich, Paul, Santorum and Bachmann ? have a combined 63 years of experience in Washington.

"I am asking you to vote your conservative values," Perry implored.

The closest anyone got to criticizing Romney directly was when Perry was asked in Cedar Rapids about family dynasties and cited, among other families, the Romneys.

In response, Perry mentioned his own modest upbringing and said: "I'm glad you gave me the opportunity to reflect my differences with Mitt."

The worst Romney faced from his rivals were veiled shots.

Santorum said Republicans must draw a clear contrast with Obama, rather than nominate a Republican with moderate tendencies out of political expedience.

"We need someone who has the bold, sharp contrasts, not just to win the election but to govern the country. Not just someone who is a little bit better," Santorum told supporters.

Perry was asked about family dynasties and the questioner cited, among other families, the Romneys. Perry stopped short of criticizing Romney's privileged upbringing. He mentioned his own humble beginning in small-town Texas before adding: "I'm glad you gave me the opportunity to reflect my differences with Mitt."

Gingrich, for his part, spent the day trying to wrap himself in President Ronald Reagan's cloak, announcing the backing of the late president's son, Michael, and, a day earlier, support from Reagan economic adviser Arthur Laffer.

Even as the polls show him sliding, Gingrich projected an upbeat image.

"The strategy of focusing on jobs and economic growth, staying positive and being pretty relentless in answering questions at every meeting is working," he insisted.

    State regulators have cleared Duke Energy?

    The N.C. Utilities Commission ruled against the tribe and other residents in the Kituwah Valley? a site sacred to the Cherokee ? that Duke had acted illegally in starting construction of a 161-kilovolt transmission line up grade designed to serve the Harrah?s Cherokee hotel and casino in Murphy.

    The groups had contended that the construction harmed property values by destroying the scenic beauty of the region. They asked that the project be halted or that they be compensated for the loss of value to their property.

    The commission ruled Wednesday that the complaining parties had not carried their ?burden of proof to show that Duke acted unreasonably and inappropriately? in planning the upgrade. It declined to halt the project. And it said it did not have the authority to order compensation for any loss of property value. ?The complainant?s members will need to pursue that remedy in the appropriate court,? the commission said.

    The Cherokee also objected in the original complaint to Duke?s plans to locate an electrical tie station near Kituwah, a sacred place for the Cherokee on the Tuckaseegee River east of Bryson City. But Duke voluntarily relocated that station.

    China and Africa Develop a Close Economic Union

    Over the past decade, African exports have boomed: total volume tripled to more than $330 billion. This is according to a new report published by Fitch. That growth, predicated largely on an ever-shifting global workforce of cheap labor, has largely been fueled by China.

    During the period, Chinese demand has ramped higher than that of other purchasers. In 2000, just 5% of exports from the continent ended in a port or runway in China. Today that figure stands at 17%, nearing the same levels as U.S. and European purchases.

    In a new report titled The Africa-China Connection, Fitch documents China's growing influence in the block.

    "China?s engagement with Africa can be classified into three rationales: its dragon-sized appetite for resources, new export markets and new investment opportunities," says Fitch analyst Kit Ling Yeun.

    The Pacific behemoth has used cheap credit, along with a special loan program, to incent development in the region ? as well as itself.

    Federal direct investment has centered heavily around mining and manufacturing. FDI reached $11.1 billion in 2010, or about 4% of total investments. That is relatively low compared to other regions like Latin America, which accounts for 14% of Chinese direct investment.

    But these federal investments have not kept pace with overall loans written. China's Export-Import Bank and the China Development Bank have underwritten billions in debt for African sovereigns.

    Between 2000 and 2010, Fitch estimates that the Export-Import Bank provided $67.2 billion in debt financing for projects including infrastructure expansion, energy plants, telecommunication services and water supplies. The World Bank provided about $12.5 billion less over the same period.

    The China Development Bank deployed the China-Africa Development Fund in 2007, which partners private Chinese ventures with African companies. The bank's mission is of "strengthening China's competitiveness and improving the living standards of its people." However, in doing so it has raised more than $1 billion for African industry, with expectations for that figure to quintuple by 2015.

    The work has built a robust market for African goods, now representing more than 30% of Angola exports and 18% of Congolese exports. Below is data from the International Monetary Fund and the United Nations Conference on Trade and Development, documenting the rapid growth in sub-Saharan Africa exports to China.

    Fitch calls the Sino-Africa connection a "potential win-win situation," creating a strong export market for African countries while China gains a consistent commodity supply stream.

    And the ratings agency is not alone. Deutsche Bank recently called it the new frontier, forecasting it to match a BRIC-like pace of economic expansion.

    "Stronger linkages with China and other rapidly growing markets have also added impetus to growth," Robert Burgess, EEMEA Chief Economist at Deutsche Bank, says. "Almost half of sub-Saharan African exports now go to emerging and developing markets compared with less than one-quarter in 1990."

    Risks remain when investing in the continent, as ethnic fighting and political instability heightens uncertainty. Fitch also noted that China may not always be good for the resource-rich continent.

    "The challenge for Africa is to maximize the wider benefits in terms of growth, employment and transfer of expertise, while avoiding the risk of taking on too much debt and using it for consumption rather than investment," Yeun says.

    No-man's land attests to Japan's nuclear nightmare (AP)

    IWAKI, Japan ? Fukushima was just emerging from the snows of winter when the disaster hit ? a 9.0-magnitude earthquake, the strongest in Japan's recorded history, followed by a tsunami.

    The wall of water destroyed much of the northeastern coast on March 11. In the northeast region of Fukushima, a different disaster was brewing: Three reactors at the Fukushima Dai-ichi nuclear plant were melting down, irreparably damaged by the super tremor.

    Now, as the snows are beginning to fall again, the government has announced the plant has attained a level of stability it is calling a "cold shutdown." As many as 3,000 workers ? plumbers, engineers, technicians ? stream into the facility each day.

    The tsunami's destruction is still visible. Mangled trucks, flipped over by the wave, sit alongside the roads inside the complex, piles of rubble stand where the walls of the reactor structures crumbled and large pools of water still cover parts of the campus.

    In the ghost towns around Fukushima Dai-ichi, vines have overtaken streets, feral cows and owner-less dogs roam the fields. Dead chickens rot in their coops.

    The tens of thousands of people who once lived around the plant have fled. They are now huddling in gymnasiums, elementary school classrooms, bunking with friends, sometimes just sleeping in their cars, moving from place to place as they search for alternatives.

    For those who lived on the perimeter of the Fukushima Dai-ichi nuclear plant, fliers used to come in the mail every so often explaining that someday this might happen. Most recipients saw them as junk mail, and threw them away without a second glance. For those who did read them, the fliers were always worded to be reassuring ? suggesting that although a catastrophic nuclear accident was extremely unlikely, it could require evacuating the area.

    Never was it even hinted that the evacuation could last years, or decades.

    At most of the shelters, food is doled out military-style, at set times. Personal space is extremely limited, often just big enough to fit a futon and the collective snoring at night makes sleep fitful, at best. Baths are public, cramped, dark.

    The total amount of radiation released from the plant is still unknown, and the impact of chronic low-dose radiation exposures in and around Fukushima is a matter of scientific debate.

    Recent studies also suggest Japan continues to significantly underestimate the scale of the disaster ? which could have health and safety implications far into the future.

    According to a study led by Andreas Stohl the Norwegian Institute for Air Research, twice as much radioactive cesium-137 ? a cancer-causing agent ? was pumped into the atmosphere than Japan had announced, reaching 40 percent of the total from Chernobyl. The French Institute for Radiological Protection and Nuclear Safety found 30 times more cesium-137 was released into the Pacific than the plant's owner has acknowledged.

    Under a detailed roadmap, plant operator Tokyo Electric Power Co. will remove the melted nuclear fuel, most of which is believed to have fallen to the bottom of the core or even down to the bottom of the larger, beaker-shaped containment vessel, a process that is expected to begin in 10 years.

    All told, decommissioning the plant will likely take 40 years.

    Roethlisberger aims to play through pain against Browns (Reuters)

    (Reuters) ? Pittsburgh Steelers quarterback Ben Roethlisberger expects to play in Sunday's regular season finale against the Cleveland Browns, as long as he can cope with the pain in his sprained left ankle.

    The former Pro-Bowl selection suffered the injury on December 8 in Pittsburgh's most recent game against the Browns and he missed Saturday's crushing 27-0 victory over the struggling St. Louis Rams.

    "As long as I can deal with pain, I'll be out there," Roethlisberger told reporters after a practice session on Thursday. "I don't want to let the guys down, so I'll do what I can to be out there.

    "I'd like to play just because I like being out there. It would be nice to get another week of rest, but I prefer to play."

    Asked how the ankle had responded after two straight days of training, Roethlisberger replied: "It's a little sore today because I worked out on it yesterday. We will see how tomorrow goes and keep plugging away."

    Steelers offensive coordinator Bruce Arians was impressed by Roethlisberger's improved mobility.

    "He moved around good today, even better than yesterday," Arians said. "I want him out there (on Sunday) but not at the risk of injuring himself.

    "If he can't move around and get out of the way, then there's no sense of getting him out there. We will play him if he's healthy and ready to go."

    The Steelers (11-4), last season's Super Bowl runners-up, are already in the playoffs and so will likely be cautious over any players with injuries.

    However, Pittsburgh can win the AFC North and claim top seeding in the conference if they beat the Browns on Sunday while the Baltimore Ravens and New England Patriots each lose.

    "You'd like to have everybody out there because of the value of the game and we want our best players out there playing well," said Arians.

    Charlie Batch threw for 208 yards in a solid performance in place of Roethlisberger against the Rams and the 37-year-old is again on stand-by for the Browns game.

    Wheels Blog: New Ford Fusion Will Warn Drivers Who Drift

    Ford Motor Company offered on Thursday a taste of some advanced technology that will be featured in the all-new Fusion, which is scheduled to be introduced at the Detroit auto show in January. The technical tidbit is a tracking system that can help prevent drowsy or inattentive drivers from wandering out of their lane. While similar technology has previously been offered on some automobiles, Octavio Navarro, a Ford spokesman, said in a telephone interview that the Fusion will be the first affordable nonluxury vehicle to offer this type of system.

    Fusion?s Lane Keeping System monitors the vehicle?s position with a windshield-mounted digital camera that can track lane markings. If the car drifts close to the edge of the lane without the turn signal on, the driver will be notified by a vibration in the steering wheel that feels much like the pulsing caused by rumble strips in the road. A system that Ford calls Lane Keeping Aid can steer the car back toward the center of the lane if the driver doesn?t respond to the warning.

    If the Lane Keeping System calculates that the driving pattern over a period of time suggests that the driver is drowsy, a chime sounds and a coffee cup icon warning appears on the instrument panel. If the driver continues to nap, a second chime is issued.

    According to a Ford news release, the National Highway Traffic Safety Administration estimates that 100,000 reported accidents are caused annually by drowsy drivers, resulting in 1,500 deaths, 71,000 injuries and $12.5 billion in monetary loses.

    The system must be turned on by the driver, who can choose to employ just the alert function without the steering assist. The intensity of the warnings is also driver selectable. The switched-on system becomes active at speeds over 40 m.p.h. when lane markings are visible.

    ?Fusion?s Lane Keeping System combines a digital imaging sensor with our own state-of-the-art control software to process images and determine what level of warning or assistance to provide to the driver,? Michale Kane, Ford development engineer, said in a media release.

    The all-new Fusion is a very important car for Ford, because it will determine how big a role the automaker plays in the large and lucrative midsize marketplace. Few will be surprised if more details are disseminated before the big reveal at Detroit?s Cobo Hall.

    Mexico official fired for saying poor smell bad (AP)

    MEXICO CITY ? A Mexican anti-poverty official has been fired after posting a comment on social media sites suggesting that poor people smell bad.

    Mexico's anti-poverty agency says Carlos Talavera has been fired as director of outreach brigades in the western city of Uruapan after a Facebook posting of his was re-tweeted on social media sites.

    The original comment appears to describe an event attended by poor people and reads roughly "truth is this smells impressively bad, poor things."

    The social development department said Tuesday that it "roundly condemns" Talavera's comment.

    Talavera also apologized on his Facebook account, saying "I accept my error."

    About 47 million of Mexico's 112 million people live in poverty.
