States where the young can't find employment

Unemployment in the United States has been a hot-button issue since the Great Recession left millions out of work. While the employment picture has begun to improve, albeit slowly, one group that still is in particular trouble is those aged 20 to 24 years old.

While unemployment rates rose during the recession, they shot up much more dramatically for the part of our population that had just graduated from college. In several states, the unemployment for young Americans is alarmingly high. 24/7 Wall St.reviewed?historical unemployment data for the U.S.?population?aged 20 to 24 by?state?to identify the 10 states with the most unemployed young people.

Unemployment trends among young Americans tracks with national trends. Between 2009 and 2010, the national rate rose from 9.3 percent to 9.6 percent, while the rate for those 20 to 24 increased from 14.7 percent to 15.5 percent. Between 2010 and 2011, the national job market showed signs of recovery and the unemployment rate fell to 8.9 percent. In that same period, the rate for young adults fell to 14.6 percent -- a rate still nearly double that of the country as a whole.

Historically, things are as bad for young adults in these states as they have been in at least 29 years. Compared to 2001, when the nation was in the middle of its last major recession, the national unemployment rate was roughly the same as it was in 2011. However, the unemployment rate for 20 to 24 year olds was substantially higher. In nine of the states on our list, unemployment rates among this age group were higher than in 1981. In four cases, it is five percentage points higher.

There appear to be several common trends among the states on our list. Those states with high unemployment among the young have some of the highest proportions of residents without at least a high school diploma. All of the top three states with high youth unemployment were among the 10 with the lowest percentage of 20 to 24 year olds with high school diplomas.

These states are also, for the most part, extremely poor. Six of them have among the lowest median income in the country. Mississippi, which had the highest youth unemployment in the country in 2011, also had the lowest median income in the country in 2010, the most recent available year. As evidence of the extreme poverty in these states, many of these states have among the highest percentages of residents receiving food stamps. In Tennessee, for example, 17 percent of residents received food stamps in 2010, the second-highest proportion in the country.

24/7 Wall St.?reviewed?historical unemployment figures for each of the 50 states provided by the Bureau of Labor Statistics to identify the ten states with highest unemployment rates in 2011 among?residents 20 to 24.?The BLS provides unemployment rates for a variety of age groups, including those aged 16 to 19. However, these ages were excluded because such a large percentage has yet to enter the job market. 24/7 Wall St.?also?examined overall unemployment rates for 2009, 2010 and 2011 from the BLS. Statistics on educational attainment, median income and poverty from the U.S. Census Bureau?were also reviewed.

These are the 10 states where young people cannot find work.

1. Mississippi

• ?Unemployment rate ages 20 to 24:?22.2 percent
• ?Total unemployment rate:?10.7 percent
• ?Total unemployed ages 20 to 24:?28,000
• ?Percent less than high school diploma:?20.3 percent

Unemployment for those aged 20 to 24 has been a problem?for?Mississippi in previous years, and it further increased by 4.4 percentage points between 2010 and 2011. The total unemployment rate in the state has been higher than the national average for the past three years. Mississippi has a very low proportion of people who have attained a bachelors degree or higher -- less than 20 percent of those 25 or older had attained higher education as of 2010, the second lowest in the country. Highly correlated to education is income, and Mississippi had the country?s smallest median income of $36,851 in 2011.

2. Alabama

• ?Percent less than high school diploma:?19.9 percent

Alabama?s overall unemployment rate of 9 percent in 2011 was only slightly above the U.S.?average?of 8.9 percent. However, young people were not as competitive as the rest of the state?s labor force, with an unemployment rate well above the national rate of 14.6 percent for those aged 20 to 24. The year prior, Alabama had the nation?s worst unemployment rate for this age group at 20.9 percent. Though Alabama no longer qualifies as the worst state for young job seekers, the number of Alabamians who were unemployed fell by just 2,000 between 2010 and 2011, after rising by 22,000 between 2007 and 2011.

3. South Carolina

South Carolina?s unemployment rate?for people aged 20 to 24 has ranked among the 10 highest in the country, for each of the past five years. Close to 20 percent of 18 to 24 year olds in South Carolina had not completed high school as of 2010.

4. North Carolina

Last year, the unemployment rate for people aged 20 to 24 was five percentage points higher in North Carolina than the nationwide rate of 14.6 percent. Between 2007 and 2011, the proportion of North Carolinians in this age group who were unemployed more than doubled, rising from 8.3 percent to 19.6 percent over four years. This increase of 11.3 percentage points was the second highest among all states in the country for that period. The number of unemployed young workers in that age range rose by roughly 58,000 statewide at that time. In order to better prepare young adults for work, North Carolina, along with Tennessee and four other states, joined the Pathways to Prosperity Network. The Network aims ?to help young people get jobs by focusing on career preparation for high school students who do not go to college.

5. Tennessee

• ?Unemployment rate ages 20 to 24:?18.3 percent
• ?Total unemployment rate:?9.2 percent
• ?Total no.?unemployed?ages 20 to 24:?54,000
• ?Percent less than high school diploma:?16.5 percent

For Tennessee?s youth, the unemployment rate went up 2.7 percentage points between 2010 and 2011, the second-highest jump in the country. The state has some of the smallest proportions of people holding bachelors or advanced degrees, and the second-highest proportion of people on food stamps or enrolled in the Supplemental Nutrition Assistance Program at 17 percent. Tennessee?s state government has recently undertaken an initiative called the Pathways to Prosperity Network.

As long as the Defense of Marriage Act is in effect, same-sex binational couples won't be able to petition for the foreign-born partner to receive legal status. In the meantime, though, a group pushing the Obama administration to delay decisions on green card applications won a small victory last week when a judge ordered a stay on its lawsuit against the government.

Five same-sex couples, some with visas and some without, were named in the challenge against DOMA filed April 2 by advocacy group Immigration Equality and the law firm of Paul, Weiss, Rifkind, Wharton & Garrison LLP. It contends that "[s]olely because of DOMA and its unconstitutional discrimination against same-sex couples, these Plaintiffs are being denied the immigration rights afforded to other similarly situated binational couples."

For those couples, that means one member may be required to leave the country periodically, sometimes for six months at a time, before returning on a temporary visa. Others can't leave at all because they would have no avenue by which to return. Still others could be separated should the partner who is a foreign citizen lose a job that gives work authorization.

Binational heterosexual couples have different rights. The partner who is a U.S. citizen can apply for legal status for their foreign-born spouse even if they are undocumented, although that makes it more difficult.

The judge?s decision, which was issued Wednesday and reported to the plaintiffs Friday, does not mean the couples will be granted visas or green cards, but it does mean they will be unlikely to face separation as the stay is pending and other DOMA suits are considered. The two-sentence order declared, "[t]he case is stayed pending the Second Circuit's resolution of Windsor v. United States."

The case is part of a broader push for equal immigration rights for same-sex couples. Immigration Equality renewed its call for reform in a letter sent Friday to President Barack Obama and Attorney General Eric Holder. In the letter, which was provided to The Huffington Post, the group points out that a challenge to the Defense of Marriage Act will end up at the Supreme Court.

"We are writing now because the circumstances surrounding DOMA have changed considerably since we first raised this issue a year ago," Executive Director Rachel Tiven and Legal Director Victoria Neilson wrote. "We believe that you should therefore reconsider your prior decision not to hold green cards in abeyance."

"We ... are asking that the status quo be broadly maintained -- that the green cards for all lesbian and gay immigrant families be neither approved nor denied until there is a final resolution of the constitutionality of DOMA," they wrote.

One couple named in the suit has received at least a little relief from immigration woes, but wants a permanent solution. Tim Smulian, a citizen of South Africa, and his husband Edwin Blesch, a U.S. citizen, found out in February that Smulian could stay in the U.S. temporarily without leaving based on limits on his visa. Smulian previously lived in the United States six months on, six months off on a tourist visa. Despite that reprieve, they want full rights that will maintain that reality.

"We do see it as the beginning of the light at the end of the tunnel," Blesch said when Smulian received deportation relief in February. "We were getting pretty hopeless for a while there. This is a wonderful development for us, and it takes away the day-to-day worry every morning when we get up, 'What's going to happen now?'"

Raiders coach Dennis Allen was surprised by Steve Wisniewski's resignation

Raiders coach Dennis Allen said he expected assistant line coach Steve Wisniewski to be part of the staff and that his resignation came too late to bring in someone to replace him.

Wisniewski resigned for ``personal reasons'' -- a decision which tackle Khalif Barnes said he learned of through text message two weeks earlier. Allen didn't say when he was informed, but said the late notice led to making Frank Pollack the lone offensive line coach.

``It was a little bit of a surprise,'' Allen told reporters Sunday. ``Obviously, he has his personal reasons as to why he made that decision. I will say this, it was totally his decision. It was nobody else's decision.''

Pollack, who was the assistant line coach in Houston last season where Raiders offensive coordinator Greg Knapp was quarterbacks coach, will be primarily responsible for returning the club to the zone blocking system it used exclusively under Tom Cable from 2007 through 2009.

When Hue Jackson arrived as offensive coordinator, replacing Knapp, in 2010, Oakland integrated zone blocking with gap and power blocking.

``We thought about whether to bring in somebody or not and we just felt like at this point, the right thing to do was stick with the coaches we had and go forward,'' Allen said. ``I've got every confidence in the world in Frank Pollack as an offensive line coach.''

HP Ambassador Campaign ? HP ePrint Challenge: Day 2 - PC ...

Summer is mostly the time when most activities are done indoors (unless you?re going to the beach). When my family members of mine arrived to spend the summer holidays with us, I took the time to do a simple activity that would we can enjoy and for our other family members who can?t make it.

Okay, so I thought why not do some sort of a game in which I can simply let them know which items to find. It was an idea suggested by my Mom saying that she needs quite a few pictures and images where she can add to the family scrapbook she is currently doing. I also suggested that our relatives can simply scan and send the images directly to our home printer so that she can collate all the images. She sounded excited ? and so am I.

I listed a few ideas and then scanned my document and sent them to each and every one of my family members using HP?s ePrint.

So I thought why not use these HP web-enabled printers to spread?the word about the challenge. That way, I can also include some relatives back home about the challenge. Luckily, they also have some HP web-enabled printers so no need for me to send a file for them to print ? I can simply send the directions directly to the printer so they would know.

First thing I have to do is send a list of things that my family members need to find using the HP printer. I made a simple list of things that they need ?to provide and send to our home printer. I gave my family the whole to finish the project. To make it interesting, the first ones to submit a complete photoset wins a prize.

One of my cousins in the Philippines emailed this collage he made of us. He sent it through my HP?s web-enabled printer via email and its started printing right away.

Sure enough, we?ve started receiving images from family members all over. I even have relatives from the US who joined in. HP definitely made these tasks easier with these web-enabled printers. Before, I usually have to connect the printer to a computer to start printing ? now, even without a computer, everything can be done in a jiffy.

We should get that on a t-shirt. ?Goddard Says Relax.?

The Goddard in this case being writer/director Drew Goddard (The Cabin in the Woods). Goddard was subcontracted by Damon Lindelof to re-write the ending to World War Z, the adaptation of the best-selling novel directed by Marc Forster and starring Brad Pitt.

WWZ has been getting beaten up in the press with talk of reshoots, re-writes and star and director not speaking to one and other, but now Goddard is telling?Collider that it?s all cool, just typical, big budget Hollywood filmmking stuff. Nothing to write home about.

?I think a lot of that got blown out of proportion. It really was like, they asked me to come look at the movie and give ideas on how to help, and that?s what happened. That happens all the time, I don?t know why this got blown up with World War Z and it suddenly became a big thing. It?s the sort of thing that happens with screenwriters all the time where you give your ideas on what could help, you write some scenes for people? I feel bad for the sort of magnifying glass that that movie?s under because this is just a normal part of the process, this is just what happens? My involvement was just watch the movie, give some ideas, write some scenes that might help, ADR, just sort of fill in stuff, which is what I did.?

At the same time, Goddard seems to be sending a reassuring message that there?s something to be cautiously optimistic about so far as the film, once completed, is concerned.

?Out of respect for the filmmakers, I don?t want to say too much about World War Z, just because I owe it to them to let it come out as they want. What I will say is that some of the stuff I saw was mind-blowing.?

World War Z is due in theaters next summer.

Kalyn's Kitchen: Recipe for Grilled Eggplant, Grape Tomato, and ...

For anyone who saw the title of this recipe and said "I don't like eggplant," I need to remind you of my discovery that grilled eggplant is really one of the best things about summer.? I was never an eggplant fan until I started growing the thin Japanese Eggplants in my garden, and cooking them on the grill.? If you've never had grilled eggplant, you've never really had eggplant!? However, if I can't possibly talk you into eggplant, then you still should try the Amazing Basil, Parsley, and Caper sauce that we used as a dressing in this recipe.? The sauce recipe and the inspiration to combine it with grilled eggplant came from Donna Hay's New Food Fast, and this is another one of those summer herb sauces that would be good on nearly anything.
Eggplant is used as a meat substitute in many parts of the world, and I can definitely imagine serving this as a main-dish salad for a Meatless Monday meal that includes hummus with grilled pita bread and some kind of green salad on the side.? I used 8 thin Ichiban eggplant, but any kind of Asian eggplant will work.

Cut off both ends of the eggplants, then cut in half lengthwise and brush both sides with olive oil.? Season the cut side with salt and pepper.

Preheat the grill to medium high and lay the eggplants flesh-side-down.? Cook until you see nice grill marks, about 5-7 minutes.

Cook about 5-7 minutes more on the other side, until the eggplant is fairly softened and nicely browned.? (Bad photography; the eggplants are not as yellow as they look in this photo.)

Let the eggplant cool on a cutting board until they are cool enough to cut.

While eggplants cool, make the amazing sauce. Start with fresh basil leaves, fresh parsley, and some sliced garlic.

Give the whole ingredients a good buzz in the food processor, then add the Dijon Mustard, capers, fresh lemon juice, and olive oil, and process until the mixture is chunky.? (This keeps well in the refrigerator for more than a week, so make the full amount and eat it on everything in sight!)

Cut the grape tomatoes in half.? When eggplants are cool enough to handle, cut them into slices about 1 inch thick.

Gently combine the eggplant and tomatoes in a bowl, and stir in enough of the amazing sauce to coat the vegetables.

Stir in the crumbled Feta cheese and serve warm or at room temperature.Grilled Eggplant, Grape Tomato, and Feta Salad with Amazing Basil, Parsley, and Caper Sauce
(Makes 4-6 servings; recipe inspired by a grilled eggplant dish from Donna Hay New Food Fast.)

Ingredients:
8 medium-sized Japanese or Asian Eggplants
olive oil, for brushing eggplants
salt and fresh-ground black pepper for seasoning eggplants
1 cup grape tomatoes, cut in half
1/4 cup crumbled Feta (or more)

Sauce Ingredients:
(This makes much more sauce than you need for the salad, but it's good on any type of grilled meat, grilled vegetables, or sliced tomatoes.? The sauce will keep more than a week in the fridge.)
2/3 cup fresh basil leaves
1/3 cup parsley leaves (flat or curly)
2 large garlic cloves, sliced
1 T Dijon mustard
3 T capers
2 T fresh lemon juice
1/4 cup extra-virgin olive oil

Instructions:

Preheat the grill to medium-high.? (You can only hold your hand there for a few seconds at that heat.)? Wash the eggplants if needed and cut off both ends.? Cut the eggplants lengthwise, brush both sides with olive oil, and season the cut side with salt and pepper

Lay eggplants on the grill cut side down, and cook until you see nice grill marks (about 5-7 minutes.)? Turn eggplants and cook about 5 minutes more on the other side, or until eggplant is softened and nicely browned.? Remove eggplant to a cutting board to cool.

Make the amazing sauce while the eggplants cool.? If needed, wash and spin dry the basil and parsley leaves.? Slice the garlic cloves, then use a food processor fitted with a steel blade to chop the basil, parsley, and garlic.? Add the Dijon, capers, and lemon juice and process until ingredients are well blended; then add the lemon juice and process about 30 seconds more.

Cut grape tomatoes in half.? When eggplant is cool enough to handle, cut it into slices about 1 inch thick.? Gently combine the eggplant and tomato halves in a bowl and stir in enough sauce to coat the ingredients (about 1/4 cup).? Stir in the crumbled Feta and serve salad warm or at room temperature.

Even though tomatoes are best when they haven't been refrigerated, this was not bad after it had been the fridge overnight.? It didn't last much longer than that though.

Xerox adding 100 jobs to Nashville call center

Xerox is expanding its Nashville call center by 100 jobs.

Xerox (NYSE: XRX) is expanding its Nashville call center, the company announced today.

The expansion will add 100 new jobs over the next month.

The following are excerpts from today's news release:

Xerox has a 50,263 square foot state-of-the-art call center located at 801 Royal Parkway, Suite 200, in Nashville, that provides customer care support on behalf of Xerox clients.

"Thousands of companies rely on Xerox?s business process and information technology services every day,? said Craig Slone, general manager of Xerox?s Nashville operations. ?Nashville has proven to be a great resource of talented employees and it makes strong economic sense to expand our operations here.?

Xerox currently employs 8,000 in Tennessee with about 1,000 employees at its customer care center in Nashville.

Act Different: When it Comes to Making a Difference, Less is Not ...

It?s In Our Genes | Humans have an aversion to loss; we don?t like to lose things we already have. This sense is measurably stronger than our desire to achieve a gain. We also avoid risk. We don?t like to take chances; it?s part of our wiring. When times are uncertain, our aversion to loss and risk goes up ? a lot. Decisions that might have made sense several years ago have now gone beyond many people?s threshold to tolerate risk and pursue gains. What that means to the global economy is that decisions which should be made are not, and our potential for step-change improvement is hobbled. For individual businesses, it means the same thing ? decisions that should be made are not, and projects aimed at bigger, better and less incremental results, are rare.

These constructs ? our basic human tendencies and the economic environment ? affect us all at a very personal level. Think about it from your own perspective. It?s likely that you can identify recent decisions you?ve made to not invest time, energy or money into something that really ought to be done ? perhaps much needed home repairs or something related to personal health and fitness? Or, maybe you?re aware of a problem at work and instead of pushing your solution, you?ve held back. People?s livelihood (their job) is one of their most valuable assets. Better not to draw attention for fear of failure or undue scrutiny ? which could result in loss. See the connection? These decisions are so internal that we often don?t realize they?re part of our day-to-day experience.

More Than Personal | How does all this manifest itself on a broader scale ? like at a business level? Starting at the top, it?s safe to say we know a few things about leaders ? the ones who run companies, or pieces of companies or government agencies. We know they have daunting responsibilities, lots of pressure to perform and significant issues to solve. At any time, leaders are intimately aware of a few select big-ticket items that, if improved quickly, would make a meaningful difference to the company, their team and to their own success.

We also know that they?re human and therefore subject to the same loss and risk avoidant behavior as everyone else. Sure, it?s probable that their tolerance for risk and desire for gain is higher than for people not in those types of roles; everyone has a slightly different profile. And, their decisions often do put more at stake. Therefore, risk is higher and potential for loss greater. For them, just as for everyone else in times of uncertainty, risk avoidant behavior increases. On the one hand, company leaders may be less willing to make decisions and take risks because there is more to lose. However, it?s important for them to recognize that during these times there is also more to gain.

Then and Now | Prior to the last few years, it was easier for leaders to decide to aggressively address one or two of their most urgent priorities. Economic and cultural cushions meant there was more tolerance in the system. Economic because times were good; there was more of a financial backstop. Cultural because risk taking inside the company was less risky. ?Why not take a chance? We can recover if there?s a problem.? The less risky part of this statement is the attitude toward risk, as opposed to the financial implications.

Today, if there?s a failure or misstep, there is a perception (and often reality) that things could go wrong; people could lose their jobs ? including the decision maker. However, it is exactly because of today?s economic environment and the nature of frozen decisions, that there is more opportunity than ever to do something big and potentially great. Unfortunately, most people?s risk profile, including top leaders, has gone to the never-never land of ?I?m not going to do things that draw attention. What if it doesn?t work out?
