Sea turtles benefiting from protected areas

Apr. 29, 2013 ? Nesting green sea turtles are benefiting from marine protected areas by using habitats found within their boundaries, according to a U.S. Geological Survey study that is the first to track the federally protected turtles in Dry Tortugas National Park.

Green turtles are listed as endangered in Florida and threatened throughout the rest of their range, and the habits of green sea turtles after their forays to nest on beaches in the Southeast U.S. have long remained a mystery. Until now, it was not clear whether the turtles made use of existing protected areas, and few details were available as to whether they were suited for supporting the green sea turtle's survival.

U.S. Geological Survey researchers confirmed the turtles' use of the protected areas by tracking nesting turtles with satellite tags and analyzing their movement patterns after they left beaches.

"Our goal was to better understand what types of habitats they used at sea and whether they were in fact putting these designated areas to use. This study not only shows managers that these designated protected areas are already being used by turtles, but provides insight into the types of habitats they use most," said the study's lead author, Kristen Hart, who works as a research ecologist for the U.S. Geological Survey.

Hart's team made the discovery by fitting green sea turtle mothers with satellite tags after they came onto beaches within Dry Tortugas National Park to nest. After tracking their movements and analyzing their time at sea, the team located the areas turtles used between their nesting events and determined where turtles traveled after the nesting season was over.

They found green sea turtles spending much of their time in protected sites within both Dry Tortugas National Park and the surrounding areas of the Florida Keys Marine National Sanctuary.

"We were thrilled to find that these turtles used some areas already under 'protected' status. The ultimate goal is to help managers understand where these endangered turtles are spending their time both during the breeding period and then when they are at feeding areas. Given that worldwide declines in seagrasses -- one of the most important habitats they rely on for food -- has already been documented, this type of data is critical for managers," said Hart.

The team learned about the turtle's habitat needs during the nesting season by using ATRIS, a georeferenced, underwater camera system developed by the USGS to collect over 195,000 seafloor images. Researchers surveyed the areas frequented by turtles within Dry Tortugas National Park by photographing the seafloor in a series of parallel lines totaling 70 kilometers (over 43 miles). Using a habitat map derived from those images, they found that the turtles most commonly used shallow seagrass beds and degraded coral reefs that have been overgrown by a mixed assemblage of other organisms, such as sea fans, sponges, and fire coral.

"Our synergistic approach of combining satellite telemetry data with an extensive habitat map proved to be an effective way to find out exactly what habitats these nesting turtles were using in the Park," said Dave Zawada, a USGS research oceanographer and co-author on the study.

The Dry Tortugas' population made shorter migrations than that typically seen among other green turtle populations around the world; this was only the second published study showing green turtles taking up residence at feeding grounds located quite near their breeding grounds.

"We hope to keep pushing the frontier of what is known about in-water sea turtle habitat use, as this type of scientific information is vital for understanding whether conservation measures are effective," said Hart.

The study, "Habitat use of breeding green turtles Chelonia mydas tagged in Dry Tortugas National Park: Making use of local and regional MPAs," was published this week in the journal Biological Conservation.

(AP) ? Bob Baffert won't be saddling a horse in Saturday's Kentucky Derby for the first time since 2008.

The Hall of Fame trainer said Monday that Govenor Charlie would not run. His other possibility, Code West, also won't compete in the Derby at Churchill Downs.

Sunland Derby winner Govenor Charlie was 11th on the points leaderboard that determines the 20-horse field for the 1?-mile race. Code West was ranked 21st.

Baffert hasn't been on the Derby sidelines since 2007 and '08. He has won the race three times, but not since 2002.

Govenor Charlie galloped Monday for the first time since April 11, a layoff caused by a foot bruise and soreness in his hind end.

"You cannot have any kind of hiccup," Baffert said. "We want to be competitive and if you're not competitive, my clients don't want to be in there. We're just going to watch and good luck to everybody else."

Baffert said Govenor Charlie could be pointed toward the May 18 Preakness, while Code West is a possibility for the Belmont Stakes on June 9.

Three weeks ago, Baffert took Santa Anita Derby runner-up Flashback out of consideration because of a knee injury that will sideline the colt at least two months.

"It wasn't meant for me to be in the Derby this year," he said.

Baffert will saddle Midnight Lucky in the Kentucky Oaks on Friday, then fly home to California for his youngest son's first Communion on Saturday, when the family is planning a Derby watch party.

(AP) ? The Scottish peat was put on trucks and trains. The destination was Communist-era Czechoslovakia. The recipient: apparatchiks desperate for a decent whisky.

The journey beyond the Iron Curtain during the Cold War turned out to be the easy part. When the batch arrived, the Czech distillers had only a faint idea how to make whisky ? and it took years to get things right.

"It was one thing to read about it in books, but reality is something different," recalled Vaclav Sitner, a member of the team tasked with creating a premium whisky.

Now, almost 40 years on, the last batches of "Hammer Head" are winning rave reviews. And, in a historical twist, they are owned by a U.S. hedge fund that bought the beverage company that Sitner worked for.

Sitner, whose name still appears on the label, recalls the "alchemy" and "joy" as they concocted the whisky. It sold well despite its relatively high price in a communist economy.

In Czechoslovakia, living standards were higher than in most other communist nations, but only a limited variety of Western products were available at special stores for those privileged enough to have access to foreign currency. In common stores, there was a significant shortage of Western goods, from bananas to electronics.

"There were no means to import foreign whisky," Sitner said. Communist states' currencies were not convertible and the struggling command economies failed to produce enough decent goods to sell in exchange for hard currency.

The original plan was to source all the ingredients and equipment locally ? but met no luck.

"The problem was with the peat, because it didn't work," said Sitner. "The peat we had was from South Bohemia and in combination with oak shavings it created all sorts of problems."

"It was the most expensive peat in Europe. The (Scottish) peat didn't actually cost that much but the transport cost a fortune. We placed it on trucks and a train carriage. One carriage was enough for us for 5-6 years."

Sitner and his colleagues had to rely completely on their own skills since they had no chance to travel to Scotland to visit distilleries. They needed a good barley supplier and knowledge of how to grind it, a source of suitable water and new oak barrels where the product could mature for at least three years.

A small distillery in Pradlo, in the west of the country, coincidentally had a hammer mill of the kind used in Scottish distilleries. Dating from the 1920s, it was the only one in the entire country. Work started in 1976; three years of tests were needed before trial production could start ? and mass production started eight years later.

Communist apparatchiks liked it so much that the bottles became a favored present.

"The comrades liked to drink whisky, despite the fact that people (in those days) were obligated to drink vodka," Sitner said. "But comrades still liked the whisky."

The 1989 Velvet Revolution toppled the regime and the Czech whisky also vanished from sight as the market was flooded by whiskies from all over the world. Then whisky ceased to be made for good. What left had time to mature in the original oak barrels for years to improve gradually into its current level of excellence.

The liquor company that the distillery belonged to, Stock Plzen-Bozkov, was privatized. The new owners felt the drink had no future. They sold some 250 barrels for a ridiculously low price ? "barbarism," recalled Sitner.

In 2007, U.S. hedge fund Oaktree Capital Management acquired the company.

When officials from London-based Stock Spirits Group that controls the company for the fund were presented the local whisky, their first response was "impossible it was made here," Sitner remembered. After it passed a test in a tasting with some other single malt whiskies that followed, the company decided to put it on the market.

"Look at the gold," Sitner said with pride during a recent visit to Pradlo cellar where hundreds the original oak barrels are still in place. "It's a beautiful color," he said, holding a glass just taken from a barrel.

Demand for Hammer Head has been solid around the globe, but Sitner would not reveal how much was made and how much is still available. He would only said if the current sales remain at the same level of 10,000 - 15,000 bottles a year, it is expected to be sold out in five to seven years. The whisky sells for about ?45 ($59) a bottle.

Since 2011, Hammer Head has been listed in Jim Murray's Whisky Bible, an annual international whisky guide, where it scored 88.5 points out of 100 ? putting it among "very good to excellent whiskies definitely worth buying."

"This is one of Europe's maltiest drams ... if not the maltiest," the guide said.

In 2011, it won a Masters award at the 2011 Whiskeys of the World Masters.

Petr Nemy, an organizer of whisky tastings from the Scottish Club in Prague said that after more than 20 years of aging, Hammer Head "is beautifully matured. It's delicately malty and smoky with a taste of nuts and maybe, vanilla. It has a beautifully rounded taste. It's a joy to taste it."

Nigerian senator says 228 killed in gunfight with Islamists

MAIDUGURI, Nigeria (Reuters) - A gunbattle between security forces and Islamist insurgents in Nigeria a week ago killed 228 people, a local senator said on Saturday, putting the death toll six times higher than the government's estimate.

A large number of civilian deaths will fuel accusations that the military acted heavy-handedly and failed to protect bystanders and might also increase pressure on the government to seek a negotiated settlement with the radical group Boko Haram.

There have been conflicting death tolls from the April 19 operation carried out by joint forces from Nigeria, Chad and Niger against Boko Haram insurgents in the remote northeastern town of Baga.

The Red Cross is investigating a report by locals that 187 people died, including many civilians, but defense spokesman Chris Olukolade said only 37 were killed.

The military barred aid agencies from entering Baga for several days after the attack. The Red Cross and some other agencies have since been given access but none has issued a definitive death toll.

"I personally visited three graveyards in Baga and counted 228 graves where victims had been buried," said Senator Maina Maaji Lawan, who represents the northern region of Borno state where the attack took place.

Lawan told reporters that 4,000 homes were also destroyed and without significant relief materials there could be a humanitarian disaster.

President Goodluck Jonathan has opened an investigation into the siege, including the actions taken by the military.

Boko Haram and other Islamist groups, such as the al Qaeda-affiliated Ansaru, have become the greatest threat to security in Africa's second largest economy and top oil producer.

Clashes between the military and Boko Haram are a near daily occurrence in the sect's northeast stronghold. Soldiers killed senior Boko Haram commander Mohammed Chad in an early morning raid on Friday, the military said.

President Jonathan is awaiting a report from a panel he set up to offer an amnesty to the insurgents if they give up their struggle for an Islamic state. Boko Haram has so far shown no interest in talks.

The sect, which wants an Islamic state in a country divided roughly equally between Christians and Muslims, has killed hundreds of people in guerrilla-style attacks.

Baby boom: 27 new babies greet Utah soldiers home from Afghanistan

(Leah Hogsten | The Salt Lake Tribune) Twenty-seven babies, 23 single births and two sets of twins were born to wives and partners of returning soldiers of the Utah National Guard's 624th Engineer Company, 1457th Engineer Battalion,Thursday, April 25, 2013, during their 10-month deployment to Afghanistan.

Missing the birth of his first child was the hardest thing Jason Call has ever done.

But coming home from Afghanistan to Corver, born Aug. 6, and his wife, Camille, "is the best feeling in the world," Call said Thursday, shortly after returning to Utah with 139 other Utah National Guard troops.

The Guardsmen?s chartered flight was met by hundreds of cheering, tearful family members and friends at the Utah Air National Guard Base.

The 624th Engineer Co., 1457th Engineer Battalion, left for Afghanistan in June and returned earlier this month to Fort Hood, Texas. In Afghanistan, the engineers built structures for U.S. Central Command at bases throughout the nation.

Call, of Delta, was one of 25 Guardsmen whose wives and partners had babies while they were gone, and one of 15 first-time fathers. Two couples had twins, so there were 27 babies total born to members of the 624th.

Camille Call said Corver made it easy; "He?s been a fantastic baby," she said.

Brian Skelton held his 4-month-old baby boy, Carter, for the first time Thursday, but he had a gift to give as well: a diamond ring for Carter?s mom.

Skelton, from Rangely, Colo., proposed to Ashley Blake, originally from Roosevelt, with the ring just minutes after landing.

"I?m completely stunned," said Blake, showing off the diamond.

Skelton had given his sister the money to buy the ring, which Blake had admired, and a brother slipped it into his pocket before he found Blake in the crowd.

story continues below

Skelton said it was hard to think about Blake giving birth and managing without him. He was rapt as he held his baby boy.

"I couldn?t tell who he wanted to hold the most," said Skelton?s mother, Monica Zobell, of Roosevelt.

The deployment was nerve-wracking for family back home, she said. "It?s been such a worry, especially when they were in Kabul."

Megan Franco said she and her husband, Jacom Franco, planned the birth to coincide with his deployment because the Guard?s medical insurance made Joshua?s birth in November "totally free."

But there were complications at the beginning and the end, and that made it tough, said Megan Franco, of Provo.

She hemorrhaged early in the pregnancy, and then Joshua was born with his umbilical cord knotted and wrapped three times around his neck.

Her parents live in Arizona, so she had to deal with a fussy newborn and 2-year-old Andre alone. "It?s been challenging," she said.

Kristina Bassett, of Payson, had double the load of the other new mothers: twins Noelan and Hudson, born Sept. 6.

"I?d be up all night with them. After six weeks it got easier, and now they are so easy," said Bassett, whose husband, Phillip, was among the returning troops.

The Utah National Guard sent 35 troops with the 204th Maneuver Enhancement Brigade to Afghanistan last month and also has four pilots and two crew members in the country.

Washington court rules Motorola can get millions, not billions, from Microsoft for its patents

Among the many patent cases currently ongoing between Motorola and Microsoft is one in US District Court in the state of Washington concerning standards-essential WiFi and h.264 patents. AllThingsD reports that while Motorola was requesting billions in royalties for the technology it owns, Judge James Robart -- who invalidated a number of its patent claims a few months ago -- ruled it's entitled to around $1.8 million per year. The reason given? There's so many patents in play, the judge determined that the amount Motorola sought would cost more than the Xbox 360 they're being implemented in, and also that it hadn't proven its patents were more valuable than those of other companies included in the same pool. All 207 pages of the decision are available beyond the source link if need more info on the hows and whys of today's decision. ATD also has quotes from each company and while Microsoft called it a good decision for consumers, Motorola chose to acknowledge the decision, but didn't hint at any reaction or future moves.

Egypt's rights group decries draft NGO law

CAIRO (AP) ? A leading Egyptian human rights group on Thursday denounced a draft law prepared by the country's Islamist government to grant licenses and monitor the funding for non-governmental groups, describing it as continuation of the former regime's policy which sought to "besiege" civil society.

The Egyptian government already is in a tug-of-war over another contentious draft judicial law which both judges and the country's liberal opposition charge is a means of orchestrating Islamists' control over the courts.

Disputes over the draft laws have escalated tension between President Mohammed Morsi and his opponents, and prompted the resignations of Morsi's top legal adviser and justice minister, who both decried the proposals.

Morsi, an Islamist from the Muslim Brotherhood party, was elected following the ouster of authoritarian ruler Hosni Mubarak in 2011. Since then, Islamist parties have swept elections and dominated legislative councils and the presidency.

Under Mubarak's regime, human rights groups faced a backlash from police for exposing human rights violations of abuse and torture. Now with Islamists in power, such groups fear heavier restrictions if the legislature passes laws regulating their work and funding.

The Cairo Institute for Human Rights Studies said one law, proposed by the Justice Ministry, would give the government full control over the flow of foreign funds to NGOs.

A copy of the draft law obtained by The Associated Press states that NGOs would be banned from directly receiving foreign funds and instead would get money through a government bank account. It stated that no transfer of money would be allowed until a "steering committee," comprising members of the Interior Ministry and National Security Agency, approved or rejected it within 60 days.

The institute says the draft law would empower Egyptian security agencies to monitor funding and grant licenses to domestic and international groups, effectively giving the government the upper hand over the activities of NGOs. It charges that the proposal would codify into law "repressive security practices used by the state against civil society."

The draft law also imposes fines that could reach 5 million Egyptian pounds ($714,000) for those who violate regulations related to foreign funding. It also gives the government the right to suspend an organization's activities inside Egypt or cancel its license.

Another proposed law, which was presented by The Muslim Brotherhood's political arm, is currently being debated in parliament.

NGOs allege that it too is an attempt to "nationalize" the work of civil society.

More than 20 groups opposed to it said in February that the draft law grants security agencies the right to reject or approve foreign funds and vaguely defines what are considered approved activities of an NGO, saying they must be consistent with the "needs" of Egyptian society.

"Either bill, if passed, will serve to insulate the old machine of repression and torture from criticism and oversight, facilitate the repression of freedom of expression and the press," said a joint statement issued earlier by the groups.

Feast your eyes on new Stonehenge theory

David Jacques, Current Archaeology Issue 271

Researchers have uncovered animal bones, flint tools and evidence of burning that predates the first stones at Stonehenge by nearly 5,000 years. Here, an animal bone, with a point still in it.

By Tia Ghose
LiveScience

A site near Stonehenge has revealed archaeological evidence that hunters lived just a mile from Stonehenge roughly 5,000 years prior to the construction of the first stones, new research suggests.

What's more, the site, which was occupied continuously for 3,000 years, had evidence of burning, thousands of flint tool fragments and bones of?wild aurochs, a type of extinct giant cow. That suggests the area near Stonehenge may have been an auroch migration route that became an ancient feasting site, drawing people together from across different cultures in the region, wrote lead researcher David Jacques of the Open University in the United Kingdeom, in an email.

"We may have found the cradle of?Stonehenge, the reason why it is where it is," Jacques wrote. [In Photos: A Walk Through Stonehenge]

The new discovery may also identify the people who first erected structures at Stonehenge. A few gigantic pine posts, possibly totem poles, were raised at Stonehenge between 8,500 and 10,000 years ago, but until now there was scant evidence of occupation in the area that long ago. The new research suggests those ancient structures may perhaps have been raised to honor a sacred hunting ground.

Mysterious monument
For decades, people have wondered at the enigmatic stone structures erected roughly 5,000 years ago in the plains of Wiltshire, England. No one knows why ancient people built the structure: some believe it was a place of ancient worship or a sun calendar, whereas still others think it was a symbol of unity or even that Stonehenge was inspired by a sound illusion.

The large megaliths, known as sarsens, are up to 30 feet tall and weigh up to 25 tons, while the smaller bluestones weigh up to 4 tons. Researchers think the giant boulders?came from a quarry near Marlborough Downs, just 20 miles (32 kilometers) from the iconic site, while the bluestones likely came from Preseli Hills in Wales, nearly 156 miles (250 km) away from Stonehenge.

Old photographs
Jacques was looking through archival photographs of the region surrounding Stonehenge when he spotted a site known as Vespasian's Camp, just a mile from Stonehenge in nearby Amesbury.

Realizing that it hadn't been fully surveyed, Jacques began to investigate the area, which harbored a freshwater spring.

Because animals like to stop and drink at such watering holes, Jacques wondered whether ancient man may have settled nearby as well.

The team uncovered roughly 350 animal bones and 12,500 flint tools or fragments, as well as lots of evidence of burning. Carbon dating suggested the area was occupied by humans from 7500 B.C. to 4700 B.C. ? roughly 5,000 years prior to the erection of the first stones at Stonehenge. [See Photos of the Stonehenge Hunting Ground ]

"The spring may have originally attracted large animals to it, which would have aided hunting and may have led to associations that the area was a sacred hunting ground," Jacques wrote.

In addition, the researchers found tools made from stone from one region of England, but fashioned in the style of another region (for instance, a?stone tool?made from Welsh or Cornwall slate, but made in a style typical of Sussex). That suggests the people from different regions were coming together at the site, Jacques wrote.

Ancient builders?
The findings could help researchers pinpoint why the ancient builders of Stonehenge chose the place they did, Jacques said.?

"We have found a bridge from which transmission of cultural memory about the 'specialness' of the place where the stones were later being put up was possible," Jacques wrote. "We are getting closer to understanding their reasons for putting it up ? it is all to do with ancestors, but those ancestors go much further back than has previously been realized."

The findings show "there was a substantial interest in the Stonehenge landscape well before the stones were hauled there and erected," said Timothy Darvill, an archaeologist at Bournemouth University in the U.K., who was not involved in the study.

Excavations dating to 2008 at Stonehenge also confirm earlier use at the megalithic site, Darvill wrote. However, what makes the Amesbury discovery special is the large trove of auroch bones found in the area, which suggests the spring was on a natural migration route for the wild aurochs, he said.

A program about the Amesbury site will air on BBC 4 on April 29.

PROVIDENCE, R.I. (AP) ? The number of U.S. states allowing gay marriage is set to enter double digits now that Rhode Island's state Senate has taken a landmark vote.

Legislation allowing gay and lesbian couples to wed passed Wednesday evening by a comfortable 26-12 margin. The House has already passed the bill, but will hold a largely procedural final vote next week before the bill goes to Gov. Lincoln Chafee, an independent, who said he will sign it into law.

When he does, the last holdout in the region will join the five other New England states that already allow gay marriage. Nine states and the District of Columbia now allow gay marriage. Delaware could be the next state to follow suit ? gay marriage legislation narrowly passed the Delaware House on Tuesday and now heads to that state's Senate for consideration.

Hundreds of people filled the Rhode Island Statehouse with cheers following the vote.

"It shouldn't have taken this long," said Michael Sherman, a gay man from Warwick who watched the vote. "Religion is a choice. Being gay is not. Why should someone be able to say I can't get married because of their religion?"

Marriage legislation has been introduced in this heavily Catholic state for nearly two decades, only to languish on the legislative agenda. Supporters mounted a renewed push this year, and the Senate vote was seen as the critical test after the House easily passed the bill. Chafee called Wednesday's vote historic.

"I'm very much looking forward to signing this," he told The Associated Press as he congratulated supporters.

The first gay marriages in Rhode Island could take place Aug. 1, when the legislation would take effect. Civil unions would no longer be available to same-sex couples as of that date, though the state would continue to recognize existing civil unions. Lawmakers approved civil unions two years ago, though few couples have sought them.

Hundreds of opponents also gathered at the Statehouse for the vote, singing hymns and holding signs as the Senate deliberated. Rev. David Rodriguez, a Providence minister, said he was disappointed by the vote. He said he planned to continue to stand up for traditional marriage.

"Marriage between a man and a woman is what God wanted," he said. "We will continue to do what we know how to do: Keep praying and preaching."

The Roman Catholic Church was the bill's most significant opponent. During the Senate's emotional debate several senators said they struggled mightily, weighing their personal religious beliefs against stories they heard from gay constituents or their families.

Sen. Maryellen Goodwin, D-Providence, said she lost sleep over her vote but decided, despite opposition from the Catholic Church, to vote "on the side of love."

"I'm a practicing Catholic. I'm proud to be a Catholic," she said, adding that it was the personal stories of gays, lesbians and their families in her district who convinced her. "I struggled with this for days, for weeks. It's certainly not an easy vote."

Opponents of the bill tried unsuccessfully to send the question to the voters as a ballot referendum. After that failed, Sen. Harold Metts, D-Providence, told his colleagues that he couldn't go against his religious convictions and that residents in his community are more concerned about other matters.

"My constituents are more concerned with bread-and-butter issues," he said. "They want food on the table. They want their kids to get a good education."

The Rhode Island legislation states that religious institutions may set their own rules regarding who is eligible to marry within the faith and specifies that no religious leader is obligated to officiate at any marriage ceremony and no religious group is required to provide facilities or services related to a gay marriage.

While ministers already cannot be forced to marry anyone, the exemption helped assuage some senators' concerns and ease the bill's passage this year.

Two years after gay marriage legislation foundered in Rhode Island, supporters regrouped and this year mounted an aggressive and coordinated campaign that included organized labor, religious leaders, business owners and leaders including Chafee and Providence Mayor Angel Taveras.

The bill's chances improved further when Senate President Teresa Paiva Weed said she would allow the bill to move forward, despite her opposition to gay marriage. The Newport Democrat voted no on Wednesday.

Earlier this week, the Senate's five Republicans announced they would support the measure. Senate Minority Leader Dennis Algiere, R-Westerly, said the decision came down to core Republican principles.

"This is an issue of fairness, equality and civil rights," Algiere said. "Those are our values, and we stand by them."

House Speaker Gordon Fox, D-Providence, who is gay, had vowed to hold a vote on gay marriage early in the session. He said his chamber will hold hearing April 30 on the small changes made to the bill in the Senate. A final vote is tentatively scheduled for May 2.

Annie Silva, 61, predicted that more states would soon join Rhode Island. Silva and her partner of 30 years live just across the border in North Attleboro, Mass. She hopes to retire to her home state of Rhode Island now that the state is poised to extend marriage rights to gays and lesbians.

"No. 10 is a nice round number, but I'd like it to be bigger. Fifty sounds good to me," she said.

Autism risk spotted at birth in abnormal placentas

Thursday, April 25, 2013

Researchers at the Yale School of Medicine have figured out how to measure an infant's risk of developing autism by looking for abnormalities in his/her placenta at birth, allowing for earlier diagnosis and treatment for the developmental disorder. The findings are reported in the April 25 online issue of Biological Psychiatry.

One out of 50 children are diagnosed with an autism spectrum disorder in the United States each year, according to the Centers for Disease Control and Prevention (CDC), but the diagnosis is usually made when these children are 3 to 4 years of age or older. By then the best opportunities for intervention have been lost because the brain is most responsive to treatment in the first year of life.

Senior author Harvey Kliman, M.D., research scientist in the Department of Obstetrics, Gynecology & Reproductive Sciences at the Yale School of Medicine, and research collaborators at the MIND Institute at the University of California, Davis, have found that abnormal placental folds and abnormal cell growths called trophoblast inclusions are key markers to identify newborns who are at risk for autism.

Kliman and his team examined 117 placentas from infants of at-risk families, those with one or more previous children with autism. These families were participating in a study called Markers of Autism Risk in Babies ? Learning Early Signs. Kliman compared these at-risk placentas to 100 control placentas collected by the UC Davis researchers from the same geographic area.

The at-risk placentas had as many as 15 trophoblast inclusions, while none of the control placentas had more than two trophoblast inclusions. Kliman said a placenta with four or more trophoblast inclusions conservatively predicts an infant with a 96.7% probability of being at risk for autism.

Currently, the best early marker of autism risk is family history. Couples with a child with autism are nine times more likely to have another child with autism. Kliman said that when these at-risk families have subsequent children they could employ early intervention strategies to improve outcomes. "Regrettably couples without known genetic susceptibility must rely on identification of early signs or indicators that may not overtly manifest until the child's second or third year of life," said Kliman.

"I hope that diagnosing the risk of developing autism by examining the placenta at birth will become routine, and that the children who are shown to have increased numbers of trophoblast inclusions will have early interventions and an improved quality of life as a result of this test," Kliman added.

Nebraska bill would compensate surface water users

LINCOLN, Neb. (AP) -- Farmers in the Republican River Basin could get paid by the state if Nebraska cuts off their access to surface water, under a bill that won first-round approval Tuesday from lawmakers.

The bill was advanced in the midst of drought fears and repeated legal battles involving the Republican River. Lawmakers voted 27-0 to move the bill through the first of three readings.

The bill by Sen. Mark Christensen of Imperial would make up to $10 million available over the next two years to compensate surface-water irrigators. The measure would cap the payments at $300 per acre. Christensen said the state has traditionally given a right to users with a permit to tap the resource.

"We're constantly complaining here on the floor about the feds taking something from us," Christensen said. "Now, it's a little different. We've got the state taking something. Are we going to allow that to happen?"

The state Department of Natural Resources issued an order in January requiring additional conservation measures in the river basin to help Nebraska comply with a long-standing agreement with Kansas and Colorado. The 1943 compact dictates that Nebraska gets 49 percent of the Republican River's water, Kansas gets 40 percent and Colorado gets 11 percent.

The bill was advanced in the midst of drought fears, and concerns over a 1943 water-sharing agreement with Nebraska, Kansas and Colorado. Kansas has claimed that Nebraska violated the compact by over-using water.

The Nebraska Department of Natural Resources recently mandated the release of water from four reservoirs in the Republican River Basin, to keep the state from violating the Republican River Compact. The order came after the department warned that drought conditions would require extra conservation by irrigation districts that use surface water and natural resources districts that oversee groundwater.

Sen. Steve Lathrop of Omaha said the state's natural resource districts need to find a sustainable way to manage water. Without a long-term management plan, he said, water users will continue asking for state money.

"Until we address this problem, we will always have somebody coming back to the Legislature, saying 'I didn't get to use water,'" said Lathrop, a member of the Agriculture Committee. "The question is, are we managing it properly, or ignoring the problem?"

Lawmakers have already given tentative approval this year to a longer-term water study that would identify conservation projects, despite questions about its cost and whether lawmakers will follow its recommendations in the future. The water task force would organize a set of water-project needs and report back to the Legislature by January 2014.

Sen. Ken Schilz of Ogallala, a western Nebraska cattle farmer who heads the Agriculture Committee, said he had concerns about how water users should be compensated. Some surface water users are considered "senior" and have first access to the water, and Schilz said it wasn't clear whether payments from the state would get divided in a similar fashion.

Five people shot to death in small Illinois town

MANCHESTER, Ill. (AP) ? Authorities are investigating the slayings of five people whose bodies were found in a house in the tiny Scott County community of Manchester. A suspect is in custody.

Illinois State Police spokeswoman Monique Bond says the victims were found early Wednesday morning in the southwestern Illinois community, 50 miles west of Springfield. She didn't have any details on the deaths or the circumstances surrounding the capture of the suspect.

A school superintendent in the area says he was informed by sheriffs early Wednesday morning that the victims had been shot to death. Les Stevens of the North Greene School District says he canceled classes because authorities warned him at the time that the suspect was at large. The district has since been informed that the man was captured.

Hackers compromise AP Twitter account

NEW YORK (AP) ? Hackers compromised Twitter accounts of The Associated Press on Tuesday, sending out a false tweet about an attack at the White House.

The false tweet said there had been two explosions at the White House and that President Barack Obama was injured. The attack on AP's Twitter account and the AP Mobile Twitter account was preceded by phishing attempts on AP's corporate network.

The AP confirmed that its Twitter account had been suspended following a hack and said it was working to correct the issue.

The false tweet went out shortly after 1 p.m. and briefly sent the Dow Jones industrial average sharply lower. The Dow fell 143 points, from 14,697 to 14,554, after the fake Twitter posting, and then quickly recovered.

A Securities and Exchange Commission spokeswoman declined comment on the incident.

AP spokesman Paul Colford said the news cooperative is working with Twitter to investigate the issue. The AP has disabled its other Twitter accounts following the attack, Colford added.

The Syrian Electronic Army claimed responsibility for the hack. This couldn't be corroborated.

The FBI has opened an investigation into the incident, spokeswoman Jenny Shearer said. She declined to elaborate.

The SEA has taken credit for a string of Web attacks on media targets it sees as sympathetic to Syria's rebels. Among the targets the group claims to have hacked are Twitter feeds of Al-Jazeera English and the BBC.

White House spokesman Jay Carney said the president was fine. "I was just with him," Carney said at a news briefing.

Twitter had no comment.

First vaccine to help control autism symptoms

Apr. 24, 2013 ? A first-ever vaccine created by University of Guelph researchers for gut bacteria common in autistic children may also help control some autism symptoms.

The groundbreaking study by Brittany Pequegnat and Guelph chemistry professor Mario Monteiro appears this month in the journal Vaccine.

They developed a carbohydrate-based vaccine against the gut bug Clostridium bolteae.

C. bolteae is known to play a role in gastrointestinal disorders, and it often shows up in higher numbers in the GI tracts of autistic children than in those of healthy kids.

More than 90 per cent of children with autism spectrum disorders suffer from chronic, severe gastrointestinal symptoms. Of those, about 75 per cent suffer from diarrhea, according to current literature.

"Little is known about the factors that predispose autistic children to C. bolteae," said Monteiro. Although most infections are handled by some antibiotics, he said, a vaccine would improve current treatment.

"This is the first vaccine designed to control constipation and diarrhea caused by C. bolteae and perhaps control autism-related symptoms associated with this microbe," he said.

Autism cases have increased almost sixfold over the past 20 years, and scientists don't know why. Although many experts point to environmental factors, others have focused on the human gut.

Some researchers believe toxins and/or metabolites produced by gut bacteria, including C. bolteae, may be associated with symptoms and severity of autism, especially regressive autism.

Pequegnat, a master's student, and Monteiro used bacteria grown by Mike Toh, a Guelph PhD student in the lab of microbiology professor Emma Allen-Vercoe.

The new anti- C. bolteae vaccine targets the specific complex polysaccharides, or carbohydrates, on the surface of the bug.

The vaccine effectively raised C. bolteae-specific antibodies in rabbits. Doctors could also use the vaccine-induced antibodies to quickly detect the bug in a clinical setting, said Monteiro.

The vaccine might take more than 10 years to work through preclinical and human trials, and it may take even longer before a drug is ready for market, Monteiro said.

"But this is a significant first step in the design of a multivalent vaccine against several autism-related gut bacteria," he said.

Monteiro has studied sugar-based vaccines for two other gastric pathogens: Campylobacter jejuni, which causes travellers' diarrhea; and Clostridium difficile, which causes antibiotic-associated diarrhea.

The research was supported by the Natural Sciences and Engineering Research Council.

Wife: American in Iraqi prison is on hunger strike

BAGHDAD (AP) ? In Baghdad's maximum-security Karkh prison, Shawki Omar is triply damned, his supporters say.

He's a Sunni prisoner in a Shiite-dominated jail. A foreigner in a country where outsiders are blamed for fueling an insurgency. And to top it off, an American in a nation struggling with the bloody legacy of the U.S.-led invasion.

"He is discriminated against on three different levels there," Omar's wife, Sandra, said in an interview. She said Shawki ? a naturalized American citizen of Jordanian-Palestinian descent who was apprehended by U.S.-led forces in Baghdad nearly a decade ago on suspicion of fomenting jihad ? had been beaten and denied medication.

In emails and phone calls from her home in Raleigh, North Carolina, Sandra Omar said that her 51-year-old husband shared a poorly heated shipping container with a dozen other inmates. She said he and other Sunni prisoners were denied care packages, refused exercise and repeatedly beaten. She said Omar had been on some form of hunger strike for more than two months to protest his condition.

The U.S. government claimed that Omar was unlikely to be tortured when it handed him to the Iraqi justice system, whose prisons are notorious for rights abuses. But Omar says he was brutalized soon after he was turned over. American officials say they are aware of Shawki's allegations and of his hunger strike. In a statement, it said it had raised the issue of abuse with Iraqi officials and that they were investigating.

"We are in regular contact with him and the prison authorities concerning his health," the statement said.

Omar's case is unique in one way: He was the first known American to be slated for trial in Iraq's post-Saddam Hussein courts. He is also one of only five American citizens in Iraqi custody. But his allegations of mistreatment are far from unusual. Erin Evers, a Middle East researcher with Human Rights Watch, said she knew of similar claims, and that they were symptomatic of a shaky criminal justice system shot through with corruption.

"It's one of the biggest problems in Iraq today," she said, noting that the Sunni protest movement, which has threatened the government of Iraqi Prime Minister Nuri al-Maliki, has prisoners' rights at the heart of its demands.

Iraqi officials deny mistreating their American prisoner; Deputy Justice Minister Busho Ibrahim said the allegations were "absolutely not true." But Omar's Iraqi lawyer, Zeina Ahmad, told The Associated Press that when she saw her client late last year his feet had been so badly beaten they had swelled up and turned blue.

Omar's path to U.S. citizenship began when the Kuwaiti-born Jordanian visited South Dakota more than three decades ago. In 1982, he met Sandra, a student at the Pierre School of Practical Nursing in Pierre, South Dakota. The couple married the following year, moving around the country as their family grew.

Sandra Omar, who was put in touch with The Associated Press though the London-based prisoners' advocacy group CagePrisoners, said she grew up "firmly Christian." When the two wed, she still held on to the hope that Shawki would convert.

"It didn't turn out that way," she said.

Instead, she converted to Islam, eventually moving to Jordan in 1995 in a bid to familiarize the couple's children with the Arabic language and Muslim culture. Shawki Omar, who had become increasingly devout, took a second wife ? a Jordanian ? and brought the entire family to Iraq in 2002 in an attempt to get his eldest son into university there. He then took a third wife ? an Iraqi. The family left as the U.S.-led invasion was looming, but Sandra said that Shawki returned to the country after the war.

What happens next is in dispute.

In a statement, U.S. Maj. Gen. John Gardner alleged that Omar was an al-Qaida emissary whose second marriage had made him a member of terror kingpin Abu Musab Zarqawi's extended family. Gardner said that multinational forces had arrested four Jordanian jihadists and an Iraqi insurgent at Omar's home in October 2004. Under questioning, the general said, the arrested jihadists accused Omar of trying to organize the kidnapping of foreigners in Baghdad.

Sandra Omar said the allegations are bogus, suggesting that the information had been squeezed out of Omar's alleged associates under duress.

"This is the kind of faulty intelligence you get when you torture people," she said of the allegations.

From U.S. detention, Omar sent a series of desperate-sounding letters to his wife and son, saying he was being kept in solitary confinement and would be refusing food until he saw a lawyer.

"The last time I checked my passport I thought I was an American citizen," he wrote in a letter dated March 2005. He went on to demand that his family do something ? anything ? to prevent his transfer to Iraqi custody.

"Sue everyone," he wrote in another letter, dated April 2005.

Omar's family did sue, sparking a case that went to the Supreme Court and drew in the AP and other media organizations, all of which challenged the government's contention that people detained on battlefield ? such as Omar ? had no access to the U.S. justice system.

Omar scored one important victory ? the Supreme Court ruled that he and others like him were allowed to challenge his detention in American court. But he lost the bigger legal battle. On July 8, 2011, a lower court accepted U.S. government assurances that Omar was unlikely to face torture while in Iraqi custody. A week later, Omar was under Baghdad's control.

Things at Karkh prison have gotten worse since, Sandra Omar said.

She said the facility was rife with sectarian discrimination and that Omar has been prevented from getting blood pressure medication sent to him by his family.

Both she and Ahmad, Omar's Iraqi lawyer, said he had been on a hunger strike for more than two months, although neither went into detail regarding what the strike entailed. Ibrahim, the deputy justice minister, did not specifically address the hunger strike issue, but insisted that Omar was in good health.

Omar's former U.S. lawyer, University of Chicago Law School assistant professor Aziz Huq, said the abuse allegations were no surprise.

"You would have to be extravagantly optimistic, in engaging in these handovers, to think that you're not exposing these people to substantial risk of abuse," he said.

Graphic Design students present their visual problem solving and design solutions through typography, illustration, layout, digital media and photography in the hallways and classrooms on the 2nd floor of the Art & Design building 325, while upper level Visual Art students will be featured in the upper & lower campus Nanaimo Art Gallery, building 330, displaying a broad range of media including ceramics, digital and mixed media, painting, photography and sculpture.
Progressions 2013 will show from April 22nd to May 11th, with the opening reception on Tuesday, April 23th. Doors open at 6:00pm, and the awards ceremony will begin at 6:30pm in the Malaspina Theatre (310), followed by an exhibition of student work in the Department of Art & Design (325), and the campus Nanaimo Art Gallery (330).
