SEOUL, South Korea (AP) ? North Korean leader Kim Jong Un on Tuesday called for improving the economy and living standards of his impoverished nation with the same urgency that scientists showed in successfully testing a long-range rocket recently.
Kim's first New Year's speech, delivered on state TV, was peppered with rhetoric, with calls for boosting the military's capabilities and making the science and technology sector world class. But other passages in the speech were also an acknowledgement of the poor state of the country's economy that has long lagged behind the rest of the region.
North Korea has little arable land, is prone to natural disasters and struggles to grow enough food for its 24 million people.
The annual New Year's Day message lays out North Korea's policy goals for the year. But Kim gave no indication whether he plans to introduce economic reforms or allow free enterprise, except to say the economy should be underpinned by science and technology.
"The industrial revolution in the new century is, in essence, a scientific and technological revolution, and breaking through the cutting edge is a shortcut to the building of an economic giant," he said.
He then pointed at the success of a long-range rocket that North Korea fired on Dec. 12, ostensibly carrying a satellite into space.
"Let us bring about a radical turn in the building of an economic giant with the same spirit and mettle as were displayed in conquering space," he said.
North Korea has hailed the rocket as a big step in peaceful space exploration. Washington and others called the launch a banned test of ballistic missile technology and a step in Pyongyang's pursuit of a nuclear tipped long-range missile.
North Korea has tested two atomic devices since 2006, both times weeks after U.N. condemnation of a long-range launch. A recent analysis of North Korea's main nuclear test site indicates readiness for a possible third atomic explosion.
Kim made no mention of nuclear weapons, but indicated that military will continue to be boosted.
"The sector of defense industry should develop in larger numbers sophisticated military hardware of our own style that can contribute to implementing the Party's military strategy," he said.
"Only when it builds up its military might in every way can it develop into a thriving country and defend the security and happiness of its people," Kim said.
The speech itself was a signal that Kim will continue with a leadership style more in line with his gregarious grandfather, national founder Kim Il Sung who routinely addressed his people on New Year's Day, than with his father, Kim Jong Il, who avoided making public speeches. He never gave a TV address during his 17-year-rule, and his New Year's messages were published as joint editorials in the nation's three major newspapers.
With the speech ? the first televised New Year's Day message by a North Korean leader in 19 years ? Kim Jong Un has tried to tap into North Koreans' fond memories of his grandfather, said Koh Yu-hwan, a professor of North Korean studies at Dongguk University in South Korea.
The rocket launch boosted public morale, Koh said. "Now people are expecting him to improve the economy and help them live better economically," Koh said. "Kim Jong Un knows that and feels the pressure of meeting that demand."
Kim, who took power after his father's death on Dec. 17, 2011, has asserted control over the government and the military by dismissing its powerful chief Ri Yong Ho. Some other officials who were viewed as more moderate, including Kim's uncle, Jang Song Thaek, were elevated.
South Korean president-elect Park Geun-hye has said she will make efforts in her five-year term to boost aid and engage North Korea.
"If Kim Jong Un is going to engineer a shift from 'military-first' to 'It's the economy, stupid,' he is going to need Seoul's encouragement, and he doesn't have five years to wait," John Delury, an analyst at Seoul's Yonsei University, wrote recently.
He said it's up to South Korea "to unclench its fist first, so that the leader of the weaker state can outstretch his hand."
Kim's speech avoided harsh criticism of the United States, its wartime enemy. North Korea has used past New Year's editorials to accuse the U.S. of plotting war.
In other signs of changes in the country ? at least at a superficial level ? North Korea also had its first grand New Year's Eve celebration, with residents of the capital treated to the boom of cannons and fireworks at midnight.
In Pyongyang, residents danced in the snow at midnight Monday to celebrate the end of a big year for North Korea, including the 100th anniversary of the birth of Kim Il Sung and the first year of Kim Jong Un's leadership. Fireworks lit up the cold night sky, and people stood in fur-lined parkas, taking photos and laughing and dancing with each other in plazas.

Germany to avoid recession in 2013- employer association head
BERLIN (Reuters) - Germany will avoid recession in 2013 and achieve growth rates similar to 2012, Dieter Hundt, leader of Germany's employer association, said in an interview with Reuters.
"I'm expecting that we won't experience recession in Germany next year and the economy will once again grow at similar levels as this year," Hundt said.
The German economy has so far managed to fend off the euro zone's troubles, expanding by 4.2 percent in 2010 and 3 percent last year.
The country's gross domestic product in 2012 is expected to grow by about 0.9 percent. In 2013, private economists have forecast GDP to increase by about 0.7 percent, down from mid-2012 predictions of 1.3 percent.
Hundt also said that he was concerned about high wage demands in Germany in 2013 after workers got big increases in 2012 thanks in part to intervention by Chancellor Angela Merkel and members of her cabinet.
Even though unions are calling for big increases again in 2013, Hundt said he was confident wage deals would be moderate.
He said he expected the wage negotiators would continue their flexible policies that differentiated between sectors doing well and others that were struggling.
He was optimistic the unions would factor in the slight economic weakening in Germany this year into their demands.

FDA approves 1st new tuberculosis drug in 40 years
WASHINGTON (AP) ? The Food and Drug Administration on Monday approved a Johnson & Johnson tuberculosis drug that is the first new medicine to fight the deadly infection in more than four decades.
The agency approved J&J's pill, Sirturo, for use with older drugs to fight a hard-to-treat strain of tuberculosis that has not responded to other medications. However, the agency cautioned that the drug carries risks of potentially deadly heart problems and should be prescribed carefully by doctors.
Roughly one-third of the world's population is estimated to be infected with the bacteria causing tuberculosis. The disease is rare in the U.S., but kills about 1.4 million people a year worldwide. Of those, about 150,000 succumb to the increasingly common drug-resistant forms of the disease. About 60 percent of all cases are concentrated in China, India, Russia and Eastern Europe.
Sirturo, known chemically as bedaquiline, is the first medicine specifically designed for treating multidrug-resistant tuberculosis. That's a form of the disease that cannot be treated with at least two of the four primary antibiotics used for tuberculosis.
The standard drugs used to fight the disease were developed in the 1950s and 1960s.
"The antibiotics used to treat it have been around for at least 40 years and so the bacterium has become more and more resistant to what we have," said Chrispin Kambili, global medical affairs leader for J&J's Janssen division.
The drug carries a boxed warning indicating that it can interfere with the heart's electrical activity, potentially leading to fatal heart rhythms.
"Sirturo provides much-needed treatment for patients who have don't have other therapeutic options available," said Edward Cox, director of the FDA's antibacterial drugs office. "However, because the drug also carries some significant risks, doctors should make sure they use it appropriately and only in patients who don't have other treatment options."
Nine patients taking Sirturo died in company testing compared with two patients taking a placebo. Five of the deaths in the Sirturo group seemed to be related to tuberculosis, but no explanation was apparent for the remaining four.
Despite the deaths, the FDA approved the drug under its accelerated approval program, which allows the agency to clear innovative drugs based on promising preliminary results.
Last week, the consumer advocacy group Public Citizen criticized that approach, noting the drug's outstanding safety issues.
"The fact that bedaquiline is part of a new class of drug means that an increased level of scrutiny should be required for its approval," the group states. "But the FDA had not yet answered concerns related to unexplained increases in toxicity and death in patients getting the drug."
The FDA said it approved the drug based on two mid-stage studies enrolling 440 patients taking Sirturo. Both studies were designed to measure how long it takes patients to be free of tuberculosis.
Results from the first trial showed most patients taking Sirturo plus older drugs were cured after 83 days, compared with 125 days for those taking a placebo plus older drugs. The second study showed most Sirturo patients were cured after 57 days.

QUETTA, Pakistan -?Pakistani militants, who have escalated attacks in recent weeks, killed at least 40 people in two separate incidents, officials said on Sunday, challenging assertions that military offensives have broken the back of hardline Islamist groups.
A car bomb exploded near a convoy of buses taking Shiite pilgrims to Iran, killing at least 19 people and wounding 30, officials told NBC News, the latest attack on the minority sect.?
Earlier Sunday, 21 tribal policemen believed to have been kidnapped by the Taliban were found shot dead in Pakistan's troubled northwest tribal region, government officials said.
Witnesses said the blast occurred as the three buses were overtaking a car about 35 miles west of Quetta, capital of sparsely populated Baluchistan province, site of many sectarian attacks, near the Iranian border.?
Pakistan has experienced a spike in killings over the last year by radical Sunni Muslims targeting Shiites who they consider heretics. The violence has been especially pronounced in Baluchistan province, where the latest attack occurred. ?
"The bus next to us caught on fire immediately," pilgrim Hussein Ali, 60, told Reuters. "We tried to save our companions but were driven back by the intensity of the heat."?
A second eyewitness said the bomber rushed by in a pick-up truck, swerved in front of the first bus and slammed on the brakes. The bus slammed into the pick-up truck and then a big explosion occurred.?

Shiites make up around 15 percent of Pakistan's 190 million people. They are scattered around the country, but the province of Baluchistan has the largest community, mainly made up of ethnic Hazaras, easily identified by their facial features which resemble those of Central Asians.

The violence has pushed Baluchistan in particular deeper into chaos. The sectarian bloodletting adds another layer to the turmoil in Pakistan, where the government is fighting an insurgency by the Pakistani Taliban and where many fear Sunni hardliners are gaining strength. Tribal policemen killed
The 21 tribal policemen who were shot dead were found by officials shortly after midnight Sunday in the Jabai area of Frontier Region Peshawar after being notified by one policeman who escaped, said Naveed Akbar Khan, a top political official in the area. Another policeman was found seriously wounded, said Khan.?
The 23 policemen went missing before dawn Thursday when militants armed with rocket-propelled grenades and automatic weapons attacked two posts in Frontier Region Peshawar. Two policemen were also killed in the attacks.?
